What do we mean by equity in education?
Equity is not the same as equality. Equality means giving every child the same thing. Equity means giving every child what they need — recognising that some children face barriers that others simply do not. Poverty, geography, identity, family circumstance, and institutional culture all shape what a child is able to access and achieve. An equitable school actively works to remove those barriers, rather than assuming a level playing field that does not exist.
What the data tells us
The most recent DfE statistics on KS4 performance (2024/25) reveal a persistent and in some measures widening gap between disadvantaged pupils and their peers. These are not abstract numbers — they represent real children whose life chances are being shaped right now.

A gap that doesn't close by itself
Seven years. Barely any change.
In 2018/19, disadvantaged pupils averaged an Attainment 8 score of 36.7. In 2024/25, it was 34.9. The gap has not meaningfully closed. Despite significant policy attention and pupil premium investment, the structural barriers remain deeply entrenched.
More children affected, not fewer.
The number of disadvantaged pupils at end of KS4 has risen every single year — from 143,816 in 2018/19 to 176,226 in 2024/25. This isn't a problem that is resolving itself. It is growing.
What schools can actually do.
Schools cannot change the economic conditions their pupils live in. But they can change the conditions within their walls — the culture, curriculum access, relationships, expectations, and systems that either widen or narrow that gap every single day.
Why Cornwall needs its own approach.
Rural disadvantage is often invisible in national data. Cornwall's combination of geographic isolation, seasonal employment, and sparse infrastructure creates equity challenges that urban frameworks simply don't account for. Local solutions, built with local knowledge, work better.
